1.招标条件
    十堰(房县)至宜昌(五峰)高速公路兴山至长阳段(以下简称“本项目”)已由湖北省发展和改革委员会以《省发改委关于十堰(房县)至宜昌(五峰)高速公路兴山至长阳段项目核准的批复》(鄂发改审批服务〔2023〕172号)批准建设,交通运输部以《交通运输部关于G5912房县至五峰高速公路兴山至长阳段初步设计的批复》(交公路函〔2024〕162号)批复了初步设计,建设资金来自企业投资和国内银行贷款,资金已落实,招标人为湖北交投兴长高速公路有限公司,招标代理机构为华杰工程咨询有限公司。项目已具备招标条件,现对本项目边坡稳定监测及地质灾害评估咨询服务进行公开招标,并对投标人进行资格后审。
2.项目概况与招标范围
2.1项目概况
建设地点:宜昌市境内
\n\t\t\t\t建设规模:本项目起自宜昌市兴山县峡口镇,与沪蓉高速交叉,接拟建的G5912房五高速兴山段,止于宜昌市长阳县贺家坪镇,与沪渝高速交叉,接拟建的G5912房五高速长阳至五峰段,全长71.982公里。全线设置平邑口(枢纽,部分工程)、水田坝、泄滩、沙镇溪、郭家坝、九畹溪、杨林桥、贺家坪西(枢纽)8处互通式立交。同步建设水田坝、泄滩、沙镇溪、郭家坝4条互通连接线,总长9.597公里。主线采用高速公路标准建设,设计速度80公里/小时。其中,沙镇溪长江大桥段(泄滩互通至沙镇溪互通段)2.454公里,采用双向六车道,路基宽度33米;其余69.528公里路段采用双向四车道,路基宽度25.5米。沙镇溪长江大桥采用主跨968米双塔单跨钢箱梁悬索桥。桥涵设计汽车荷载等级采用公路-I级,其他技术指标按《公路工程技术标准》(JTG B01-2014)执行。互通连接线均采用二级公路标准建设。

2.2招标范围
招标范围:本标段范围内的高边坡(含高路堤、深路堑、弃渣场等)、滑坡体(含崩塌体、不稳定斜坡)稳定监测及地质灾害评估咨询服务工作,包括但不限于:(1)负责对标段范围内的高边坡、滑坡体路段运用先进勘察技术手段,采取定量、定性方式进行稳定监测与评估咨询;定期提交周报、月报等书面工作报告,并抄送上级相关部门;(2)施工阶段协助招标人制定地灾防控管理工作方案;对涉及地灾风险的施工方案进行评估及核查,对高边坡、滑坡体、桥梁岸坡稳定性监测与预警等工作进行检查和指导;开展施工现场日常巡查,识别影响本项目线内外地质风险,进行稳定监测与分析,并提供处理建议;(3)协助及配合招标人进行地质灾害事故调查及处治方案确定工作,开展处治方案后评价工作。(具体内容详见招标人要求)

  2.3其他:预计服务期为2555日历天(含施工期1825日历天,缺陷责任期730日历天),服务预计开始时间为2024年8月,具体服务期开始时间以招标人通知为准。

3.投标人资格要求
3.1本标段招标要求投标人须具备 :最低资格条件见招标公告附录,并在人员、履约信誉等方面满足招标文件的要求。
\n\t\t\t\t3.2本标段不接受联合体投标。
\n\t\t\t\t3.3各投标人均可就本招标项目上述标段中的 2(具体数量)个标段投标且允许中1个标段。同时在两个标段推荐为第一中标候选人的投标人,招标人将按该投标人所承诺的优先选择中标标段的原则,确定该投标人为其中1个标段的中标人。同时,该投标人自动放弃剩余标段的中标资格,招标人将按照评标委员会提出的中标候选人名单排序依次确定其他中标候选人为剩余标段的中标人。
\n\t\t\t\t3.4本次招标本项目不属于政府采购工程。
\n\t\t\t\t3.5本项目属性:
\n\t\t\t\t3.6其它要求:单位负责人为同一人或者存在控股、管理关系的不同单位,不得同时参加本项目投标。\n\t\t\t
4.招标文件的获取
4.1\n\t\t\t\t凡有意参加投标者(若为联合体投标,指联合体所有成员),应当在湖北省电子招投标交易平台(以下简称“电子交易平台”,下同)(网址:www.hbbidcloud.cn)进行注册登记,并下载手机版CA(标证通)或办理CA数字证书(具体操作参见“电子交易平台”—办事指南—交易主体注册登记指南)。
\n\t\t\t\t4.2\n\t\t\t\t完成注册登记后,请于2024年07月27日至2024年08月02日24:00时止(北京时间、下同),通过互联网使用手机版CA(标证通)或办理CA数字证书登录“电子交易平台”,在所投标段免费下载招标文件。联合体投标的,由联合体牵头人下载招标文件(具体操作参见“电子交易平台”—办事指南—招标(资审)文件下载指南)。未按规定从“电子交易平台”下载招标文件的,招标人\n\t\t\t\t(“电子交易平台”)拒收其投标文件。\n\t\t\t
5.投标文件的递交
5.1 投标文件递交截止时间为:2024年08月16日 09时30分
\n\t\t\t\t5.2\n\t\t\t\t投标人应当在投标截止时间前,通过互联网使用手机版CA(标证通)或办理CA数字证书登录“电子交易平台”,选择所投标段将加密的电子投标文件上传。投标人完成投标文件上传后,“电子交易平台”即时向投标人发出电子签收凭证,递交时间以电子签收凭证载明的传输完成时间为准。逾期未完成上传或未加密的电子投标文件,招标人(“电子交易平台”)将拒收。

4、如近年来,投标人法人机构发生合法变更或重组或法人名称变更时,应提供相关部门的合法批件及其他相关证明材料来证明其所附业绩的继承性。在对投标人进行业绩审查时,如果投标人是由若干直接被管理的子公司组成的母公司,其业绩仅以其名义签署的合同计算,其直接管理的子公司业绩均不予考虑。如果投标人是某一母公司直接管理的子公司,其业绩亦不能以其母公司的名义计算。

5、近5年,为201911至投标截止日期前一日,以合同签订时间为准。

6中型及以上滑坡是指:根据《公路滑坡防治设计规范》(JTG/T 3334—2018按体积分类,滑坡体积大于4×104 m3的滑坡。高边坡是指:根据公路路基设计规范》(JTG D302015,路基填土边坡高度大于20m路堤土质挖方边坡高度大于20m或岩石挖方边坡高度大于30m路堑。

1.招标条件
    十堰(房县)至宜昌(五峰)高速公路兴山至长阳段(以下简称“本项目”)已由湖北省发展和改革委员会以《省发改委关于十堰(房县)至宜昌(五峰)高速公路兴山至长阳段项目核准的批复》(鄂发改审批服务〔2023〕172号)批准建设,交通运输部以《交通运输部关于G5912房县至五峰高速公路兴山至长阳段初步设计的批复》(交公路函〔2024〕162号)批复了初步设计,建设资金来自企业投资和国内银行贷款,资金已落实,招标人为湖北交投兴长高速公路有限公司,招标代理机构为华杰工程咨询有限公司。项目已具备招标条件,现对本项目边坡稳定监测及地质灾害评估咨询服务进行公开招标,并对投标人进行资格后审。
2.项目概况与招标范围
2.1项目概况
建设地点:宜昌市境内
\n\t\t\t\t建设规模:本项目起自宜昌市兴山县峡口镇,与沪蓉高速交叉,接拟建的G5912房五高速兴山段,止于宜昌市长阳县贺家坪镇,与沪渝高速交叉,接拟建的G5912房五高速长阳至五峰段,全长71.982公里。全线设置平邑口(枢纽,部分工程)、水田坝、泄滩、沙镇溪、郭家坝、九畹溪、杨林桥、贺家坪西(枢纽)8处互通式立交。同步建设水田坝、泄滩、沙镇溪、郭家坝4条互通连接线,总长9.597公里。主线采用高速公路标准建设,设计速度80公里/小时。其中,沙镇溪长江大桥段(泄滩互通至沙镇溪互通段)2.454公里,采用双向六车道,路基宽度33米;其余69.528公里路段采用双向四车道,路基宽度25.5米。沙镇溪长江大桥采用主跨968米双塔单跨钢箱梁悬索桥。桥涵设计汽车荷载等级采用公路-I级,其他技术指标按《公路工程技术标准》(JTG B01-2014)执行。互通连接线均采用二级公路标准建设。

2.2招标范围
招标范围:本标段范围内的高边坡(含高路堤、深路堑、弃渣场等)、滑坡体(含崩塌体、不稳定斜坡)稳定监测及地质灾害评估咨询服务工作,包括但不限于:(1)负责对标段范围内的高边坡、滑坡体路段运用先进勘察技术手段,采取定量、定性方式进行稳定监测与评估咨询;定期提交周报、月报等书面工作报告,并抄送上级相关部门;(2)施工阶段协助招标人制定地灾防控管理工作方案;对涉及地灾风险的施工方案进行评估及核查,对高边坡、滑坡体、桥梁岸坡稳定性监测与预警等工作进行检查和指导;开展施工现场日常巡查,识别影响本项目线内外地质风险,进行稳定监测与分析,并提供处理建议;(3)协助及配合招标人进行地质灾害事故调查及处治方案确定工作,开展处治方案后评价工作。(具体内容详见招标人要求)

  2.3其他:预计服务期为2555日历天(含施工期1825日历天,缺陷责任期730日历天),服务预计开始时间为2024年8月,具体服务期开始时间以招标人通知为准。

3.投标人资格要求
3.1本标段招标要求投标人须具备 :最低资格条件见招标公告附录,并在人员、履约信誉等方面满足招标文件的要求。
\n\t\t\t\t3.2本标段不接受联合体投标。
\n\t\t\t\t3.3各投标人均可就本招标项目上述标段中的 2(具体数量)个标段投标且允许中1个标段。同时在两个标段推荐为第一中标候选人的投标人,招标人将按该投标人所承诺的优先选择中标标段的原则,确定该投标人为其中1个标段的中标人。同时,该投标人自动放弃剩余标段的中标资格,招标人将按照评标委员会提出的中标候选人名单排序依次确定其他中标候选人为剩余标段的中标人。
\n\t\t\t\t3.4本次招标本项目不属于政府采购工程。

5.投标文件的递交
5.1 投标文件递交截止时间为:2024年08月16日 09时30分
\n\t\t\t\t5.2\n\t\t\t\t投标人应当在投标截止时间前,通过互联网使用手机版CA(标证通)或办理CA数字证书登录“电子交易平台”,选择所投标段将加密的电子投标文件上传。投标人完成投标文件上传后,“电子交易平台”即时向投标人发出电子签收凭证,递交时间以电子签收凭证载明的传输完成时间为准。逾期未完成上传或未加密的电子投标文件,招标人(“电子交易平台”)将拒收。

7地质灾害评估咨询项目包括地质灾害危险性评估或地质灾害技术咨询或开展勘查、设计等专项地质工程措施,控制或者减轻山体崩塌、滑坡、泥石流、地面塌陷、地裂缝、地面沉降等地质灾害或者地质灾害隐患工作。

8投标人必须按照上述要求填报相应的表格,并提供相应证明材料,以证明其符合相应资格审查条件。
